1) fashion police
The phrase "fashion police" is usually used satirically either to 
talk about someone who is always commenting on how other people 
aren't fashionable or don't wear the proper clothing. Or when they 
see someone who could use a little advice, they might say something 
like, "Call in the fashion police." There was also a column in a 
magazine with the title "Fashion Police," and what it usually did 
was report on celebrities who made bad wardrobe choices.

今海外の新聞では sushi police という言葉がよく使われている。

2) what in the world
The phrase "what in the world" is usually used when people are 
asking about something that they have absolutely no idea about.

What does that mean? ということだが、What in the world と、それを強調している。

3) get out of hand　
Something "that's "gotten out of hand" is no longer in control. It's 
gone too far. It's too much. You can say the opposite but not with 
the verb "get." You can "take" something in hand, and that means you 
take control of it or you begin to give it guidance.

In English, the phrase "self-appointed" is often used negatively. 
People who are also described as busybodies are often self-appointed
